QUESTACON PROCUREMENT

Questacon, as a division of the Department of Innovation, Industry, Science and Research is required to comply with the Commonwealth Procurement Guidelines.  Accordingly, Questacon procures all property and services on the basis of best of value for money.  Value for money is a comprehensive assessment that takes into account factors such as price, risk, whole of life costs (including tendering costs) and benefits and the value represented by a supplier's ability to meet any selection criteria applicable to the services required by Questacon. 

Questacon regularly procures a range of goods and services including construction, fit out and building maintenance services, exhibition design and development services, professional services and personnel with expertise in areas such as project management, accounting, graphic design and IT.  

Business opportunities for purchases valued at over $80,000 may be advertised on the Australian Government's AusTender website at www.tenders.gov.au.  Where appropriate, however, Questacon may conduct these procurements on a select tender basis by selecting suppliers from one of its multi-use lists.

MULTI-USE LISTS

WHAT IS A MULTI-USE LIST

A multi-use list is a list of pre-qualified suppliers who have satisfied specified conditions for participation for inclusion on the list.  Multi-use lists may be used for more than one procurement.

Inclusion on a multi-use list may be used either as an essential criterion or condition for participation in an open tender process or as the basis for selecting participants in a select tender process. 

Inclusion on a multi-use list is not a guarantee or assurance of any particular volume of business or that Questacon will necessarily place an order with any supplier on the list.  Questacon's multi-use lists are not exclusive arrangements.  Questacon may seek tenders from any supplier capable of meeting Questacon's procurement requirements. 

QUESTACON'S MULTI-USE LISTS

Questacon currently maintains the following multi-use lists. 

  • MUL 1562 - Interactive Exhibition Development Services
  • MUL 2009-0237 - Exhibition Transport Services
  • MUL 2010-0422 - Temporary Personnel Services
  • MUL 2010-0459 - Outreach Tour Transport and Support and Services

 

MULTI-USE LIST 1562 - INTERACTIVE EXHIBITION DEVELOPMENT SERVICES

Expiry Date: 1 December 2014

MUL 1562 has been established to provide Questacon Exhibition Services (QES) with a list of suppliers of services relating to the development of interactive science exhibitions. QES regularly requires the following services:

  • Conceptual - development of concepts suitable for presentation within an interactive exhibition (not limited to multimedia exhibits).
  • Education - research content for exhibits and presentation of links to educational/academic research and curriculum frameworks.
  • Exhibition Design - design, digitally document and select materials for the building of interactive exhibits that are transportable, ergonomically sound and visually appealing, including set work.
  • Model Making - develop and fabricate components of interactive exhibits.
  • Graphic design - design, develop and deliver the design and production of the graphic content of interactive exhibitions including banners, photography/illustrations/diagrams, graphic panels and computer-based screen design. The graphic system must also allow easily changeable panels for updates and translations.
  • Software - development of software to be used in interactive exhibits.
  • Fabrication - development and construction of interactive exhibitions including prototypes.
  • Electronic - development and construction of electronic components for interactive exhibitions including experience with PLCs. All electronic work to be electrically certified according to Australian Standards.
  • Documentation - production of exhibition documentation including maintenance and touring manuals.
  • Crating - development and fabrication of crating and packaging systems for interactive exhibitions to be freighted nationally and/or internationally.
  • Project Management - management of the development of interactive exhibitions from scoping and risk assessment to delivery of final product.
  • Exhibition Hire - hire of interactive science exhibitions.

MULTI-USE LIST 2009-0237 - EXHIBITION TRANSPORT SERVICES

Expiry Date: 28 December 2012

Questacon has an ongoing requirement for Exhibition Transport Services for the movement of exhibitions from venues around Australia.
Questacon requires a range of services providers able to:
  • provide flexibility with fleet - provide a range of vehicles suitable for the movement of each exhibition:
  • ensure the safe and secure delivery of the load;
  • provide responsiveness in delivery timeframe in order to meet the program of exhibitions; and
  • provide services between capital cities, regional centre and at time remote areas; including Tasmania.

Descriptions of Exhibition

  • Major Exhibition: would normally require up to four drop deck mezzanine taut liners and one B-Double (A trailer and 45 foot drop deck mezzanine trailer); or a combination of these (i.e. one B-Double and three 45 foot drop deck mezzanine trailers etc).
  • Medium Exhibition: would require up to two drop deck mezzanine taut liners and one B-Double (A trailer and 45 foot drop deck mezzanine trailer); or a combination of these (i.e. one B-Double and one 45 foot drop deck mezzanine trailers etc).
  • Minor Exhibition: Would require one 45 foot drop deck mezzanine trailer.
  • Ultra-portable Exhibitions: would require up to one 12.5m rigid and may require a tail lift gate for some venues.

MULTI-USE LIST 2010-0422 - TEMPORARY PERSONNEL SERVICES

Expiry Date: 30 June 2013

MUL 2010-0422 has been established for the purpose of pre-qualifying suppliers of personnel with skills, experience and qualifications in:

  1. Administration;
  2. Business analysis;
  3. Childhood/science education;
  4. Electronics engineering;
  5. Exhibition design;
  6. Facilities management;
  7. Financial management and accountancy;
  8. Graphic design;
  9. Human Resources/Organisation Development;
  10. Industrial design;
  11. Marketing/communications/media/promotion;
  12. Metal and wood working;
  13. Policy development;
  14. Project management;
  15. Secretarial services; and/or
  16. Web design and development.
This list provides a general overview of the types of skill sets that may be required by Questacon. The list is not exhaustive and Questacon may not necessarily require personnel in all the listed disciplines.

Location

Personnel provided by agencies included on the multi-use list will be required to work at the Questacon building in Parkes ACT or at Questacon's premises in Fyshwick ACT.
There may from time to time be a requirement for temporary personnel at Questacon's Outreach office at Australian Technology Park in Sydney.

Use of Multi-use List by Department of Innovation, Industry, Science and Research

While MUL 2010-0422 has been established for the use of Questacon, it may be used by other areas within the Department of Innovation, Industry, Science and Research.  Personnel providing services to the Department will primarily be required to work in the Department's Canberra offices.

Conditions for Participation

To be included, and to remain, on MUL 2010-0422 personnel agencies must satisfy the Conditions for Participation (PDF | RTF) (i.e. mandatory requirements).

Terms and Conditions

It is a condition for participation that personnel agencies on the list agree to Questacon's Terms and Conditions for Engagement of Temporary Personnel.

MUL 2010-0459 has been established for the Shell Questacon Science Circus (Science Circus) which is a major outreach program jointly operated by Questacon and The Australian National University with funding from the Shell Companies in Australia. It tours to regional areas of Australia across all states and territories, and undertakes up to four tours annually, each tour focusing on one region and lasting from three to five weeks duration.

The Science Circus consists of a touring community and school science engagement program, consisting of in-school performances and a portable science centre exhibition that is open to the general public in larger regional towns.

Questacon is seeking to establish an open Multi-Use List of qualified, capable and interested service providers to provide tour transport and support services for the Science Circus public exhibition. It requires the provision of transport and driver, to travel with the Outreach team on tours to specified areas of regional Australia for up to five weeks at a time. There will be up to four such tours each year.

Questacon requires suppliers to provide the full range of services; partial offers will not be included in the MUL.
